I use a bit of 8mm mild steel for my rimfire gongs. 22LR barely takes the paint off. Magnum leaves a dent but not much. I have mine on a frame made of steel 10mm rod so I can push it into the ground...

For normal 22LR 6mm mild steel plate will suit your needs fine - once you go to the jackets ammunition though say 22Mag or 17HMR then you need to step up to Bis80. Steel supply place may be able...
