I've got a 2-12 helos, and for the money it is fantastic value, and the reticle is superb for shooting animals. It is a little chunky though, and may or may not fit the form factor he has in mind....

Yup I am a big Kahles fan too and have had a few - still have a 3-9 x 42 with the 4D reticle which is a great little scope. The new 3-12 x 42 with the ballistic turret option looks pretty nice eh?

From personal experience: Howa rifle in calibre of your choice, ali chassis stock, VX3 or similar, Bipod/some type of support, range finder. Spend remainder on ammo and trigger time.
