Not necessarily, I have several medium weight rifles that will shoot well under 1 MOA off a front bag unaided and no better holding them down. Well, that's my experience anyway.

Clean brass makes it easier to spot problems with brass like splitting etc, and clean guts makes spotting a low charge easier too. Ditto on the filthiness of suppressed semi brass.

Have you tried a long drop tube? I have a home made drop tube about 500mm long and I can get around 1.5mm further settle (depending on powder) in a 284 sized case.
