   Welll, bit hard to imagine this would simply be from a pickup during chambering. You'd expect the material to be partially round the periphery, not a solid ridge like the pics suggest. Not good QC...

   not a huge issue if it does close on a nogo guage as long as you reload,and dont shoot factory loads...you just have a .308 and a bit..a nearly 30/06 if you take it to extreme and reem it another mm...

   Sorry, I thought the cartidge had the groove. If its the chamber with a recess I would take it to a good gunsmith to make sure it is not a crack and then get his opinion on rechambering if safe. If...

   Because you effectively have a bigger case if it's not half full of projectile. Not going to be as noticable in something with a large case capacity.

    Real Lazy these days, and most of my shooting is at paper, still getting good results. Always give the inside necks a clean wire bore brush & battery drill, dirty outside necks get a quick polish...
