Balloted roar blocks probably have a lower density than other "open hunting" blocks which can be full of dickheads. Hiking during the roar? Make sure you wear blue!

I would say (applying common sense) if you ain't carrying a rifle or a bow then there is no problem, fill your boot. Roar Ballot blocks I would assume mean you have to successfully win the ballot...
