yep ive had two boxes hornady 300wsm brass and 75% were tigthish and 5 % were no go chambering in my tikka..............i noticed before loading- as i always run new brass thru chamber to check.

They were designed that way , the pressure under the barrel at the fore stock is to make up for the poor bedding of the action . Free floating the barrel and bedding the action can show better...

You need to confirm why it wont chamber. It could be headspace, it could be trim lenght, it could be the base is expanded, it could be the shoulder diameter but I think this last one is unlikely. ...

The difference between 2213 and 2213SC are minor ,one is slightly slower than the other. 2213 is slightly faster than 2213SC .Just start a grain or two lower for a start load and you will be alright

That's what I am thinking. Could you wrap a bit of rag around something and put in a drill with some autosol or similar on it to polish that corner in the die ?
