AFAIK sleeved poles are stronger than clipped as they spread the force more evenly, and even if a pole does break then as long as it doesn't rip through the sleeve the tent can mostly stay up. Clips...
I've never found it a problem pitching tents with inner + fly separate in the rain personally, done it plenty of times and the inner has never got wet enough in that short time to be a problem. Guess...
