    Looks like he has no working pad surface.....used...

    Looks like he has no working pad surface.....used to use air dried sheep skins in the dog box for my old lockleys the oil in the wool helped.

    Need to condition the pads not cover them up,...

    Need to condition the pads not cover them up, salt water will help once they are stuffed.
    Exercising on different surfaces helps and you get some stuff from the vets to harden them up too.
