Yeah what I should say is the receiver needs an export permit and not an FLL. So to quote Brownells,

Not a problem, Brownells will handle it, they are doing a AR15 lower for me as we speak. Whether its stripped or complete you'll need a FFL as thats the serial'd part according to US law.
