Every time I've had Ruger 10/22 triggers - from complete assemblies through to just a Volquartsen hammer - come into the country, they've been held by NZ Customs and a permit required for release....
Ask him for one anyway.
You need the permit from your AO - Customs will NOT let a trigger through without it.
Its free, costs you little time, and often a chat with your AO really pays off :)
