Re your problem...I think the shim mentioned was meant to be put in to the rear sight pivot pin, to push the rear sight either to the Left or Right.

I used that way back in my .270 (40 years ago!!!).
No idea of velocity back then...but the BRNO I had would put 3 shots in a tight touching cloverleaf at 100...
