It's hard to know what is or isn't currently done. Have a look at the concession documents at the link and search for GPS, there are a bunch of special conditions relating to GPS points and tracking...

It just means there's special conditions or extended closures for those areas, like maybe it's only open for WARO a couple of months a year instead of 365 days, or they have to supply GPS data of all...
