If CTCSS is off on the Rino and I dont think the other handholds have a CTCSS setting

Squelch is 2 and ctcss is a off

Unit is NZ new.
They can hear me but I cannot hear them. I do hear like a carrier wave at the start of their tx but no voice signal
Other units seem newish

I have a Garmin Rino 650 and am having trouble talking to others using uhf.
Has anyone else encountered this problem
