Position you safe in its final place, drill the correct size hole with your masonry bit, screw the bolt in with a socket and a strong arm bar.

Fix the E-Cat Safe with at least two 10mm bolts into the concrete floor (Dyna, Chemset etc) and at least two 10mm Coach bolts back into the wall studs behind the safe.
