Should throw the poor old gunsmith a bone and try and give him some other work while doing it as to do a good job is time consuming and probably below minimum wage. That's why many not interested...
Sounds good, worthwhile to pay to get a real nice job done on a rifle like that.
Might pay to find someone familiar with Rem model 7s as many don't recommend to free float the thin barrel if bedding as can actually deteriate accuracy of the thin barrel and is purposely pressure...
