2213 SC is a slow burning powder and isn't suited to the 22 250, you need a medium burning powder.

With my above load there is a bit of space between bullet and powder, you tend to get that a bit more often with the medium burning powders unlike the slower burners which tend to fill the cases ...

I use AR 2208 with a charge of 36 grains with the 55 gr Noslar BT. Haven't tried other powders but this combo works ok in my rifle (Mod 700 SPS) Velocity is 3588 fps average.
