    the ONLY thing I can think of......its a base to pop primers into hollow on one end and flat on other to put new one in.... my kit here doesnt...

    looks to be all there....IVE GOT the 12ga version...

    looks to be all there....IVE GOT the 12ga version and the 410 one out on permanent loan.
    you have a base to sit hull on and punch out primer..with the bit on far right...
    place on flat surface and...
