If you have just put bases on the action, you may have put the longer screws in the front ring and hitting lugs.

If your a new shooter gun someone who is a bit more experienced to have a look.

With the bolt closed and decocked there should be a slight bit of play present. Bolt sledges back and forward a touch.

Assuming no gunk in the lug area.
