Found a semi rimmed cartridge of 6.5x51 (approx) with no headstamp, just three stake marks holding the primer in place, any ideas on THIS cartridge?

I see other 7.62x39 headstamps have ‘311’ on them. (And I notice the primers seem recessed, is that common on the Chinese ammo?)

Going through my cartridge collection and found one with 351 and 94 stamped in its base.
It’s not a 351 SL but appears to be a 7.62x39.

So any ideas why the 351 headstamp?
