As far as I know they only intended to stop overseas visitors from doing this but did not implement this intention. At least that's what Andrew (Shooter Supplies) told me early last year.

Prior to my NZ trip I checked this option (even though I ended up bringing my own rifle). Didn't find any places that would hire out firearms.

I have found a mini hot water bottle (those small ones that are meant for babies) to work pretty well for me. They don't weigh too much in the backpack but do help to keep you warm.
