Not 7.62x39, but I did a similar thing for a mate with a batch of military surplus .308 with 155 grain FMJs. Bumped the projectile pretty hard with an old seating die to loosen it as they were bonded in place, before pulling them. Then I just neck sized and seated 150 NBTs leaving the original powder charge. They went really well for closeish woodland stalking and cost almost nothing, but couldn’t be reloaded as they had Berdan primers.

I know a guy who does this. He bought a pile (1 cubic metre, ish ) of ex mil 7.62x51 from the army when they quit Singapore.

Apparently done in the US quite a bit back in the day with 3006 in competition.
Called Mexican match. Cheap military ball ammo and replaced with equivalent weight superior target bullets.
Various reports on the interweb about reliability/pressure.
doing it to the 762 Russian seems to pop up as well.
