If you find shelter in the bush on public land it's yours to use imo however, don't use resources people have brought in that you find (gas, food etc) and make sure it's in better nick when you leave it than when you found it (dry kindling, wood, water) and don't, ever, tell anyone about it - people go to great lengths and effort to make nice little spots to enjoy the outdoors from, good on them.
