Technically yes, will something be done about it probably not.

Read down the page on the report, you will see 22.3 & 22.4 refer to herding and hazing, which under the heli hunting permit are not allowed.

I cant fathom how anyone can get their kicks out of taking any alpine animal in such a fasion. Its piss weak at best.
