Poronui don't hinder those that are following the rules.
But there are plenty of people who think the rules don't apply to them.
Regarding the legal road criteria, people need to be careful what they wish for. Walking a "public road" with a firearm may be seen as undesirable by some other road users.
Funny story what happened on Friday.
A guy flew in to the Oamaru. Did all the right stuff and put a padlock through the mag well and action of his rifle. But left his key at Helisika. Had to walk straight back out through Poronui. Only to find Helisika all shut up. One of the Poronui staff found him a grinder to unlock his gun.
