No one owns the water !! , I rung doc last year & asked a similar question they put me onto the local ranger all he said was so long as you have a permit or licence & your not on private land as far as they where concerned no problem but he pointed out it was upto me to prove I was within my rights to be were I wanted to be if the local landowner kicked up a stink.
