I´m only a visitor to NZD, unfortunately! Not far away from Twizel my wify and I found a nice spot to stay for the night. We went there a several times over the years. Last time we found exactly the same rubbish as shown in the picture.
We bought some bags in a local store, collected the rubbish and brought it to the local DOC office. They asked us where the shite is from and after we explained where we picked it up they said, they are not responsible.
In the end we dropped it at the police station. DOC is obviously not interested in invironmental issues.
