All depends on what your budget is/what you'd like to spend and if you have a preference of action eg Remington or rem clone, tikka or Sako etc and short vs long action and non belted or belted cases.
New builds are always exciting :cool:
If you are set on 7mm then a 7-08 or 280 would be good choices. When you say build a new rifle you need to give us budget limitations as the sky is the limit. Hugh Bradley NZ Gunmakers in Alexandra makes his own barrels and actions.

Complete budget for build without scope would be 6 to 7 grand max

At that budget I'd look at jumping on what @camo_wsm has, then get Hugh Bradley to sort barrel and so on for you, he's just completed 2 jobs for me, has done 4 now.
Thats my build in the link @camo wsm put up and I'm very happy with everything and how it turned out. Dean Maisey does a bloody good job as well.

My model 7 in 7mm SAUM is awesome, 3.1kg scoped ready to go hunting, 162 Amax at 3,000 fps from a 22" barrel, 600 yards too easy. Holds 1000 ft lbs of energy to over 1000 yards.

Buy a tikka then spend the money on a awesome scope
SAUM or 284 or 280ai all fit the bill. First 2 better if u want to go shorter barrel length.

Hello - Over the years I've commissioned a few customs of the blued steel and walnut variety, never spending quite as much as you propose though (in one go).
Things to think about with the benefit of hindsight . . . .
Its your project, consult others, seek ideas but don't be a follower or compromise, it nearly always leads to disappointment - set you own objectives for the project and stick with them. I've been impressed with a couple of the recent build stories guys have posted up here where they have produced a really well thought through result.
Don't be swayed or lead by current fashions or fads, nothing wrong with some of the new stuff (or old for that matter either) but a lot of what the firearms industry produces (both product and ideas) is designed to get people to spend money on the latest stuff, which is seldom much improvement on whats been done before.
Be unique.
Build a flintlock rifle with gold inlays and a hand carved, walnut stock.
Then spend the rest of your budget on lead balls (you'll need plenty of practise if you're going to hit anything at 600m).

Personally i would go bigger then 7 saum. Sure you can shoot to 600y on a 708 but when that once in a lifetime stag is there and the weather isnt perfect you want a thumper.
My current fav is a 300norma

@199p your right with the (go big) to me I have a 300norma parts from @@camo wsm and although not a once in a lifetime bull was my biggest to date. I wouldn’t of been happy shooting it anything else. I've been down this road a number of times in the past and the only advice I can offer is use a standard off the shelf caliber that you can get in any town like 7mm rem mag, use a good standard action(lots of extra goodies avalible), strong carbon fiber stock and quality barrel. Any reputable smith should be able to put together a good light shooter that will last
Thanks for the comments guys it’s pretty cool how you can jump on here and within the space of a Sunday arvo you can have all this feedback from people who know what they are talking about. A lot to think about go down this custom building road but some of the adivce will defdently help. I think no matter what calibre I choose it sounds like a good action and a quality barrel and the key to success here so that will be a good start
Not bad advice with that Gimp, modern rifles are way better built on the most part these days.
I've had more trouble with expensive factory rifles.
A lot of it is psychological, I think. The more $$ you spend, the higher your expectations tend to be, and the easier it is to forget/overlook the 'human element' in shooting, and become disappointed when the rifle doesn't magically stack rounds on top of one another.
Then again, I'd never build a custom. I'd let someone else take the hit and buy it for half the price. :)
Obviously people do well with both customs and factory offerings, so it's got more to do with knowing what you want from a rifle first, and then choosing your options based on that.
I'm completely impractical, and value aesthetics and craftsmanship over absolute accuracy, so the only way I could be truly satisfied was to purchase a custom (albeit second-hand) with walnut stock, checkering etc - attention to detail you simply do not (usually) get in factory rifles.
I use a Browning Mountain Ti with currently a Swarovski Z8i 1.7-13.3x42 in 7 mm WSM.
Just over 6.5 lb good to go.
140 gr Nosler AccuBond home load doing 3200 fps almost in the same hole 3 shots at 100 yards.
Used it on the range out to 700 yards out shoots me checking the bullet drop but would not recommend it as a range rifle as the barrel gets rather warm no issue for my hunting.
Issues in the last 9 years.
Damaged crown smashed the muzzle on a rock jumping about on the tops, purchased a re-crowning kit shoots like new again.
Trigger was a bit heavy even when adjusted replaced the trigger return spring with a section of spring from a pen instant 2 lb crisp trigger 8 years ago.
Bolted the rifle to a Nightforce NXS felt like the scope doubled the weight and bulk of the set up.
Soft touch camo stock finish melts if you have Deet on your hands.
Great rifle easy trigger fix no plans to change.
