    The small parts exemption is irrelevant to a complete bolt which is what the OP's mate is trying to get from the USA. A complete bolt is a regulated item irrespective of its dollar value. Check the list from Borderview International on what is actually covered under the Small Parts Exemption list. The small parts exemption value at the moment is $500 for Canada and $100 for NZ/AUST but is irrelevant to the discussion.

    Would stripping it and sending the parts separately a few days apart work?

    To risky if one part doesn't make it.
    My mate will just have to pay the bucks and follow the process I think. Pain in the ass but gets the rifle working again.
