I don't care how much it costs to have troops armed and trained to the best they can be. but if your trained specialist, and snipers are, then you should be able to out do the local hick with his civilian gun any day.
So a civilian wins over a soldier in a single match setting? It makes the civilian a better shot that day, but not a better sniper.
Sniping is of course whole lot to do with with other matters than purely pulling the trigger and often also about not pulling the trigger.
Have you served in your military there?
It is quite common for the civilian to beat the guy from the forces from what I've read on a number of local and overseas forums. Mostly what I've read has been from the non civie. The things in favour of the civilian are that he gets to tailor his gear and load a lot more, and has to fork out for it all so makes sure it does what it needs to. The enlisted guy gets given the gear and ammo which is generally not tuned so well, but made to do it's job.

I would be more worried about where/who the gear is to be used for/on.

Heard of Donbass (East Ukraine) a lot of Sniper activity there - by local AND NATO mercenaries.
Not all - as we are lead to believe via Media are "enemy or bad" people.
They are more collateral damage to a hidden agenda for hegemony advance/gain.

I think it says a lot that they've obviously had a healthy budget for these rifles, and have decided to stick Nightforce scopes on them =)
It takes 43 muscle's to frown and 17 to smile, but only 3 for proper trigger pull.
What more do we need? If we are above ground and breathing the rest is up to us!
