I had that rifle of Scott's when it had a 20" barrel. Managed to shoot a single hole 10 shot group at 100m. I sold it back to him and he cut the barrel down. Gutted I didn't cut it down myself. Awesome rifles and very accurate.
Would love one but my pockets aren't deep enough
As has been said , short rifle barrels are very hard to ears/cans etc , the ONLY way I see them being in anyway useful is with cans on , I would not dream of shooting one with out a can .
That said , I would look at the twist rate If building such a short barreled rifle , the pictured rem700 , is in 223 I think amd he runs a 1-7 twist , and uses heavy 223 bullets , ie 80gr etc .

The appeal of short barrels is simply to maintain a rifle of a compact size with a can. The loss of "performance" is academic for 99% of uses
