The rifle would probably be quite satisfactory but so would quite a few others. Second hand rifles is a competitive market and it can be quite hard to move one on.
You may want to upgrade from a 3-9 scope when you’re ready to shoot past 200m.
So the key factor is price.
Find the price of a new tikka 270 and entry level scope of a name brand like like leupold, burris, zeiss or swaro.
Second hand should be 60-70% of that.
Check rings quality (for tikka, genuine optilock are expensive but optimal) cleaning gear and extras like a bag and ammo that might come with it and price those in too.
You will want 100 rounds of factory ammo bought at once all the same batch which is a fair whack of $$$ and could be decisive if you have a limit.
Add on a bit because Rem mod 700 can be hard to get new at times and subtract a couple of hundred because you’re in the south island and really wanted a 270.
