It's got a J-lock bolt.
Avoid unless you want a rifle that could suddenly decide it no longer wants to fire after a wee bump. You can remove it by replacing the firing pin assembly (GreTan or, shock horror... PTG....) which would be 100 USD down the drain.
Stock looks crap too.
If buying a Rem, look for either a Stainless Action with HS Precision stock (avoid RR prefix receivers) or get something old like the 6mm Rem that @257weatherby has for sale.
Most of the quality Rem 700's or Model 7's were made during the time when bolts were still being made with cuts for the bolt locking safety, although this feature was deleted quite early on.
