Yeah, I've run into something similar with dealerships under the same top ownership but different management, one case the usual dealer's service desk had a guy off work and I turned up but they couldn't do it. They dropped my vehicle to the other side of town for me and rung me up to confirm the filter changes etc that the other side wanted to do and sent me an email invoice confirming works and price but when I went to collect the other side tried to charge $230 approx. more. I pulled up the email and said nup, already invoiced I'll drive back and pay the outfit I confirmed the work with and you can sort it out with them. Nup, not taking the vehicle...
Several high powered phone calls and a back room meeting or three later they took payment at the agreed price and I didn't need to drive back to the other side of town to pay. Cheeky sods were simply trying to charge the agreed price with a ticket clip! Shitty trick. I was in that side of that part of the country for another week so I made a point of stopping in to discuss it with the dealer's service man who I knew from previous work, he was pretty pissed off by them and didn't know the where doing it. Apparently a 'booking fee' they were claiming as legit...
As long as the T-busses are still working they are pretty good, but like anything post-2010 or so I'm not comfortable with them as a long term proposition or as a second-owner or a higher mileage situation unless you get em cheap enough, are prepared to write off r&m costs and also keep an eye on the diagnostics so you might get a bit of warning before the thing poos itself.
