The competitor's choice... there are no equipment restrictions in either class.

Hunter class can be competed very well with a very simple off the shelf 22LR with a simple scope as long as you know your drops out to 80-100m pretty well. A tricked out target rifle might be a slight advantage in hunter class but you'll be up to win the chance to open a box of chocolates... Most people that have tricked out 22LR will enter open class for the higher round count and the challenge of the longer distances.
