a large garbage bag over your socks and inside your boots will keep your legs and feet dry....yes boots will get wet but with water tipped out and dry socks it s not so bad....
did you see NZHunter the other night where Willie was discussing gaiters???? its the first time Ive seen anyone other than myself who wears gaiters UNDER trousers...the trousers slow the bulk of water and gaiters direct it down outside of boots(works a treat on those dewy mornings too).....Greg goes one better and puts neopreme ones on underneath std gaiters with trou over top of both.....
not quite what you asking but close.

I have long neoprene gaiters I wear under my Kuiu ones. Works ok. Friggen restrictive and hot, even in winter.
I would like to be able to keep my hunting boots dry as possible. Mid June in thar country your boots still freeze on the outside and I get cold ass feet when I stop walking for any length of time.
Just spitballing but reckon something you could slip on and off quickly would be handy.

That was a hallelujah moment i’m not the only one for me too haha. The primary reason I wear gaiters is to keep stuff out and keep my boots dry therefor I’ve always worn gaiters under my pants. Works a bloody treat that way. If you have them on the outside and walk through wet tussock etc your pants are just going to wick that moisture down and under the gaiters into the boot.

Sorry not much help on ideas for the original question though.
