The person in question WAS the Federated Farmers High Country Chair a few years back. He is no longer an elected member of Federated Farmers and therefore does not speak for them. He was speaking in his personal capacity and the media wrongfully gave him a previous title and assumed he was speaking on behalf of Federated Farmers.

As you suggest, he is also incorrect in his comments.
