Could try Morven Beach or Waihao box or Beach Rd between Oamaru and Kakanui they get a few at "Old bones Back packers"

Try Hook beach at Makikihi, possibly a little early yet though, also as Harry has said between Oamaru and the Waianakarua mouth further south.
There is more further south if you can get access to the beach.

Try some shrimp or prawn from the supermarket, make sure you tie them on
Have a top hook or two for a rig or everyone's favourite redcod.

I think your just a touch early, head down the Waitaki mouth and grab a couple of Kawhawi for the hot smoker, you'll be pleased you did.
