I like particularily the use of the term Unformed Public Road or Paper Road that the narrator/jounalist often used.
It is an Unformed Legal Road - words are important and you'd expect a journalist to use the correct ones.

Essentially they don't believe it's legal and council is simply trying to stop the road without doing it properly.

It's almost like they were trying to push it through quietly before council elections, they didn't manage to keep it quiet luckily!

UPDATE:
The decision on a controversial bylaw restricting access to the Cape Palliser paper road has been put off by the South Wairarapa District Council (SWDC). Instead of adopting the bylaw, the council is now considering options like an amended bylaw, maintaining the status quo, or developing alternative solutions to address environmental damage and vandalism on the remote coastline. A final decision will be made on October 8, 2025, following a council meeting.

so pedestrians and cyclists will be allowed - all I can say about that is when you are walking in and 3-4 quads of whoever go past ( to polite to say ) those who supposedly have a right-- I would be damn pissed off - but thats is what is going to happen - some will see it as their sole right to do what they like
