    Firearms register - activating circumstance?

    Is taking a rifle to gunsmith to fit suppressor an ‘activating circumstance’ to require me to register all my firearms?
    What if an out-of-town mate (also with FAL) passes me his rifle temporarily to take into gunsmith, do either or both of us need to register?
