The problem therein is that criminals have too many rights and victims are ignored in the judicial process. Anyone who suffers financial loss due to a crime should be paid reparations.

And for a long time, I have thought that there should be a reparation pool of money available to victims.

It would work like this. If you get a speeding ticket, half the money goes to the reparation fund. Then if you are the victim of a crime and the offender cannot pay reparation, you get reparation out of the fund. Johnny criminal then get the rest of his life to pay back the reparation at $5 per week to the fund.

That way, you don't get any of this 'it will take too long to pay reparation, so I won't order it shit' from the Court. Of course it would have to be policed to make sure that people weren't taking advantage of the pool, but I think this would work and it would be a good thing. Nothing is worse than seeing someone walk away owing 5 k in reparation and just because of something minor, they don't have to pay it back.

As far as I see it, if you cause someone loss, you pay back that loss. Simple.

Thats the whole trouble with our court system today. It isn't fair for everyone.

Though apparently you must note the reason for lateness specifically. From SSANZ:

"If the disruptions of the storm have prevented you making a submission on Police Cost Recovery, Police have said they will accept late submissions up to 2 weeks provided you note on them that they were delayed by Cyclone Gabrielle."
