Thread: What needs to be registered

If a suppressor, trigger, stock etc isn't required to be registered why do they require a mail order form to purchase? By what twisted logic do they arrive at the point where we can buy baffles for a suppressor without a mail order form but not the bit that screws to the barrel. FUBAR is what springs to mind.
