back in the day there is a " sentencing guidance" each week when my cousin was a lawyer a while back it was known each week there was only a certain amount of space in the prisons and in the system to deal with all levels of crime and this "affected" the sentence given
(eg Budget problems each pedophile can have a budget of up to $250000.oo pa for 24/7 observation...) and then add in the variation in judges own innate pre disposition to leniceny etc.....
And policticans are known not to like having a high prision population as it can be used against them as the system the preside over appears to be a social failure because there are so many criminals....
and I am sure many other factors...
