Little marlin 22LRs accurate with microgroove barrels - all under 0.5" at 50m - and the heavy barrel variants may do a little better. Think also about Savage heavy barrel 22s. CZ/Brno always good...

You'll get away with the bullet in half of the neck. Just be aware that it will be easier to knock to bullets out of alignment in the case neck when carrying them, although you shouldn't have any...

A few general comments, neck tension is a factor in consistent accuracy as is the projectiles alignment with the bore and the jump to engage the rifling. Short seating might give irregular neck...

actually you are not far wrong there... horse power is a measurement of torque output x revs basically.... and of course the speed an engine spins up also has an affect. hence light weight flywheels...

Some blokes go out and fire one cold bore shot every day for 5 days to check their final load and grouping. I haven't done it myself but it makes a lot of sense.
