Mate you're way overchoked, especially with steel. Likely the cause of your misses, I'd be going no tighter than modified. I've had no issues with Rio steel, as always different guns/chokes pattern...

you could if really worried about its continued strength slip the top section inside the lower section and expoxy it all up tighter than a tight thing...I did this many years back with fibreglass fly...
