    You don't need a permit for A-cat parts except for the action, or if the part will also fit a weapon that's not A-cat and NZ Customs are being pedantic. If it only fits a bolt action weapon then there is no problem and no requirement for a permit from this end, but you may require Export Permits or Exemption Documents etc for the exporting country.
