It could be, I done some experimenting last night. They will still ship items that normally retail for under a hundy, but not any of the rapid fire.
Last stock I got from them was wrong sized action. Happy with the end result (shipping refunded) but the barreled action , rail and scope kind of left the finances a tad short.
In the case of the Tacticool stock (now called pro varmint) Customs NZ stopped one as it was a "tactical" stock and asked for police import paperwork even though it is A cat. Boyds then assumed ALL stocks required import paperwork and were restricted and for abut 6 months refused to ship ANYTHING to NZ because a stock got sent back / refused. In part this would have not been an issue if Customs had someone who actually understood NZ firearms law with a bit more detail. (NB the stock that caused it all was for a BOLT action so that simple piece of information would have meant it was not E cat...)
