As of 19 June 2013, there is no longer a requirement to obtain a permit to procure to re-manufacture / convert a semi-automatic firearm into MSSA configuration. This arises from a Court case taken by Richard Lincoln on behalf of the civilian gun owners community.
The process now is that you apply for an endorsement (an endorsement is specific to a particular firearm; not a type of firearm.) You need to specify: make, model, calibre and serial number on the endorsement application.
There is no longer a requirement to install security precautions before your endorsement is issued. The requirement now is that you need the security precautions installed, inspected and approved before you take possession of an MSSA (i.e before you re-manufacture your existing semi.)
Once you have completed the assembly of the new MSSA, you need to advise police that the MSSA is completed.
Note that after December 12, 2013 an MSSA is no longer deemed an MSSA because it is not kept AT ALL TIMES in sporting configuration. It will be possible after that date to convert between MSSA / non-MSSA to use the firearm for other purposes, loan it to an A-Cat licence holder, etc, etc.
