I have a sauer 100 that shoots a clover leaf if I'm shooting well, and my friend decided to buy one also, which also shoots just as well. So along with the other suggestions, I'd certainly put a Sauer into the consideration list at the same price point.
The only thing I'd say about a rem model 7, is that they are very light, and a new shooter may find the recoil somewhat intolerable. I say that from having owned 2 in 7mm08 over the years.
