In the rain, I always carry the rifle muzzle down.
As NZMSC firearms safety instructors, we did a lot of testing of blocked muzzles and barrels.
Tape is to prevent mud, etc getting into the muzzle if you stumble or drop the rifle muzzle down. Blocked muzzle can cause the barrel to peel when the rifle is fired. I have photos to prove it, even a .22 barrel opened up like a peeled banana.
The air pushed out in front of the projectile deals to the tape before the projectile reaches it.
If the tape is pulled tight it won't change the point of impact; if loose, it can change the POI.
