There will be a reason why... Hard rock shelf, solid base, deep water?... I guess its good to think that not all habitat was hammered.
If I am correct at the time there was special consent given to roading development to dump rock east of the road. This made the most sense for sure given the amount of habitat distrustion and tonnage of rock v's cost of cartage.
What is now free divable for me (not much) was once pretty deep and has suffered significant change so I guess it will take time for this habitat to change again.
It will though.
